Skyrim Restoring Order Quest Walkthrough I had something like this happen. i went to solitude for the restoring order quest but i have no marker, and it won't allow me in the sewers. i tried reloading my save but that didn't work. so now i have balance of power and restoring order locked from now on. Hello all, i am trying to complete the restoring order quest, but the quest marker seems to be disabled (it won’t show anything on the map). i’ve done some digging and discovered that restoring order will only be “active” once you complete the balance of power quest. Stage 10 is set to 0, which means you haven't read all of the bandit's journals. once you have read those journals you will receive an objective to investigate the solitude sewers. in your case you will not find a quest target, because stage 10 is not set. From the water, you can either turn right to head up a ramp into further root tunnels, or you can go through a broken sewer wall to re enter the sewers. if you follow the sewer path, you'll come to a room with a spriggan and some elytra, as well as a locked chest (in an alcove behind the debris). I'm trying to complete restoring order. i've talked to the mechanist and convinced her to stand down. she gave me the password, but i can't unlock the terminal. any time i try, i get stuck~ it's like i'm walking toward the terminal on a loop, and nothing happens.
